The Failure of the 28-Article Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the announcement of a new 28-article proposal for resolving the conflict appeared – briefly – to have been contained. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: a renewed assault of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of opposing developments captured the bleak nature of the current period. By day, negotiation efforts are conducted: positive announcements are delivered from various governments. Significant resources is expended on restraining particular approaches. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "peace".

After-Dark Attacks

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is able to track rocket firings from enemy soil, a capability enabled by current data. From observation points, defense planes that had been deployed to intercept incoming aerial threats flew past – sophisticated military planes delivered to Ukraine by Western partners.

Soon thereafter, Kyiv's anti-aircraft weapons engaged: defensive missiles fired to intercept a Russian ballistic missile. This was a modern interception technology at work, probably provided by allied countries. Every deployment jolts you unexpectedly, causing tremors. The brief panic quickly transforms into grim resignation: possibly the incoming missile won't cause damage this time, sparing the city from ruin and further power outages.

Ongoing Risks

Following this, a large-caliber weapon fired at a aerial vehicle in the vicinity, part of a rapid response unit – most likely allied-provided weaponry. Sadly, the bullets missed the hostile drone – it pressed on overhead toward its destination.

With pauses, this continued until dawn. Kyiv greeted the morning news: seven people killed, devastation and heating outages in numerous residences as a result of the nocturnal offensive. As customarily, everyone still went about their day – enduring hostilities. But those 24 hours encapsulated Ukraine's essential dependence on international aid – a reliance that regional partners are clearly incapable to replace in the near term.

Failed Diplomacy

The comprehensive proposal from Washington sparked intense emotion, debate and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.

Every new approach from Washington follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually win the battle. This trend will, undoubtedly, endure.

Tactical Assessments

It is convenient to criticize certain parties of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. American leadership functions according to a assumption well known to seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The White House believes that it is unfeasible to compel Moscow to abandon the areas that it presently holds in Ukraine's south or east.

The challenge is that while recognising this factual reality, American administration does little to deter Moscow, through statements or actions, from thinking that the status quo will not evolve additionally in its favour in the months ahead.

Divergent Views

Therefore, Moscow is confident that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Ukraine's government believes that Ukraine can still persist, slowly losing civilians and areas but avoiding a total frontline collapse until conditions improve in its favour.

Existing Situation

Realistically, there are no actual prerequisites for a truce. Now, subjective factors are becoming relevant: political desires to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unworkable, so that their priority does not switch to homefront challenges. And although their objective will now be considerably more difficult after current events, it remains very improbable that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a mere seven days to kill the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, latest revelations, all achieved their purpose.

While new plans based on established approaches are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and show certain reluctance to modify developments, if they stand together and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, largely rely on sustained allied backing.
